We put these chains up after the sun goes down. If you want to get up close for a photo, you can during regular visiting hours.
I took this picture and not five minutes later, a man crossed the barrier. I got him back on the right side and he thought it was funny. I remarked that the chains were there for a reason and he said "Yeah, right." Not so funny when you end up in handcuffs since it's called Criminal Trespass. He had complied with my command, so no arrest. But, duh.
